Ministry of Industry and Information Technology: By 2025, intelligent connected vehicles will account for 30% of new car sales, and highly automated driving intelligent connected vehicles will be commercialized in limited areas and specific scenarios.

This 15-year development plan clearly defines new energy vehicles as a key direction for the transformation and development of the global automotive industry and a key engine for promoting sustained global economic growth. It emphasizes that my country must seize strategic opportunities, consolidate its positive momentum, fully leverage its advantages in infrastructure, information and communications, and promote openness and integration to continuously enhance the core competitiveness of the industry.


The plan aims to achieve internationally leading core technologies for new energy vehicles through 15 years of sustained effort. The plan predicts that by 2025, new energy vehicles will account for approximately 25% of new vehicle sales, intelligent connected vehicles will account for 30% of new vehicle sales, and highly autonomous intelligent connected vehicles will achieve commercial application in limited areas and specific scenarios.


The development plan outlines several future trends in intelligent development:


1. Core Technology Research Project for Intelligent Development


In the future, China needs to further implement intelligent connected technology innovation projects to support cross-sector collaboration among enterprises. Research and develop key technologies such as complex environment fusion perception, intelligent connected decision-making and control, cyber-physical system architecture design, intelligent connected safety, and multi-modal evaluation and testing. Breakthroughs are required in core technologies and products such as in-vehicle intelligent computing platforms, cloud control platforms, high-precision mapping and positioning, V2X, in-vehicle high-speed networks, key sensors, intelligent in-vehicle terminals, and drive-by-wire systems. Breakthroughs are also required in key technologies and products such as automotive-grade chips, in-vehicle operating systems, and new electronic and electrical architectures.


2. Accelerate the Development and Application of In-Vehicle Operating Systems


Driven by the needs of vehicle manufacturers, leveraging the role of leading enterprises and innovation platforms such as the National Manufacturing Innovation Center, we will adhere to collaborative research on both hardware and software, focusing on the development of automotive-grade in-vehicle operating systems. Around this in-vehicle operating system, we will build a development and application ecosystem with deep market collaboration across the vehicle, key components, and basic data and software sectors. Through rapid product iteration, we will expand the user base and accelerate the industrialization and application of in-vehicle operating systems.


3. Converged Development of New Energy Vehicles and Information and Communications


Strengthen interoperability and information exchange, fully leveraging the fundamental advantages of cellular communication networks. Leveraging wireless communications, positioning and navigation technologies, promote widespread connectivity and data exchange between vehicles and road traffic and information and communications infrastructure, ensuring multi-level autonomous driving control decision-making and application services.


Based on information from vehicle perception, traffic control, and urban management, build a multi-layered "driver-vehicle-road-cloud" data fusion and computing platform. Conduct demonstration applications in specific scenarios, regions, and roads, and promote innovation in integrated automotive and information and communications application services.


4. Strengthen Standards Alignment and Data Sharing


Establish a comprehensive standards system for the integrated development of new energy vehicles and related industries. Clarify technical interface standards for in-vehicle operating systems, basic vehicle maps, vehicle-to-charging station information sharing, cloud control platforms, and vehicle wireless communications. Establish a comprehensive cross-industry and cross-domain big data platform to promote the shared construction, sharing, and interconnection of various data types.
