State Administration of Work Safety: We must learn profound lessons from accidents and coordinate development and safety

According to the State Administration of Work Safety, a video conference on mine safety prevention held on March 15th noted that since late February, there has been a significant rebound in mine accidents nationwide, with a series of major accidents. We must deeply learn from these accidents and coordinate development and safety.


The conference noted that the current mine safety situation is particularly severe and complex. Demand for energy minerals such as coal and nickel is strong, prices are soaring, mining intensity will continue to increase, and the impulse for reckless risk-taking is intensifying. This year's mine safety risks will be significantly higher than last year. Mine safety supervision and inspection departments at all levels must immediately align their thinking and actions with the important instructions of General Secretary Xi Jinping and the spirit of the National People's Congress and the Chinese People's Political Consultative Conference. They must clearly recognize the severity and complexity of the current mine safety situation, further strengthen bottom-line thinking, enhance a sense of responsibility, comprehensively investigate and rectify safety risks and hidden dangers, and effectively improve inherent safety standards.


The meeting called for greater initiative and awareness in combating illegal activities and violations, pushing municipal and county governments to fulfill their responsibilities and cooperate with relevant departments in cracking down on illegal mining and resource theft. Violations such as false rectification, false sealing, false drawings, false data, and false reports should be resolutely addressed. Publicity and rewards for reporting violations should be increased, typical cases should be exposed, and social oversight strengthened. The number of mines that have suspended production should be fully understood, and strict inspections should be conducted on resumption of work and production. The "double signature" system of team leaders and expert group leaders should be strictly implemented. A "review" of mines that have resumed work and production after the Spring Festival should be conducted, ensuring that each resumption of work and production is followed up by a law enforcement inspection. Addressing the issue of tight mining and excavation continuity should be a top priority. Special monitoring of coal mines with tight mining and excavation continuity should be carried out diligently. Coal mines experiencing mining and excavation continuity constraints should be urged to implement measures such as on-site monitoring, production restrictions and reductions, adjustments to mining plans, and strengthened disaster management. Assessments of mines with "large shifts" exceeding 500 personnel per shift should be accelerated. Enterprises should be urged to implement the "one improvement, three reductions" initiative, promote the application of advanced processes and technologies, and alleviate mining and excavation continuity constraints.


The meeting stressed the need to tighten local supervision, guarantee, monitoring, and supervision and law enforcement responsibilities, carry forward the "bottom line" spirit, establish an effective daily supervision and guarantee, monitoring, and inspection work responsibility system, improve and perfect the contact and guidance work system, carry out special supervision of the implementation of safety supervision responsibilities, off-site law enforcement and mutual inspection and mutual inspection work, and conduct interviews, expose, and warn and educate typical cases. We must increase the intensity of information technology work, strengthen the construction and application of "electronic seals", establish an early warning closed-loop disposal mechanism, accelerate the monitoring and application of coal mine production electricity, promote in-depth analysis of big data, accurately monitor the actual situation of suspension of production for rectification, closure of mine production operations, strictly prevent long-term suspension of mines, integrated technical transformation mines from secretly producing, and production mines exceeding capacity, and effectively improve the accuracy and effectiveness of law enforcement.
